WordPress development in Dubai

Where WordPress is the right tool for a Dubai business, where it is not, and the decisions that determine whether the site survives three years.

Where WordPress is the right answer

WordPress is the most widely used content management system on the web, and most of the reasons are unglamorous. The core is open source under the GPL, so nobody can revoke your licence or reprice it. The editing model is familiar enough that a marketing team can be trained on it in an afternoon. And the supply of people who can maintain it is deep, which matters more than any feature when the person who built your site leaves.

For a Dubai business, that last point is the strongest argument. A site built on an unusual stack by one agency becomes that agency's property in practice, whatever the contract says, because replacing them means finding someone willing to learn a codebase they did not write. WordPress fails that way far less often.

It fits well when the site is mostly content that non-technical people must change often: a brochure site, a services site, a publication, a careers section, a straightforward catalogue. If most of your pages are written rather than computed, WordPress is a defensible default.

Where it is the wrong one

It is the wrong answer when the thing you are describing is an application that happens to have a website attached. A booking engine with real inventory, a portal where each customer sees different data, a pricing tool with rules that change by contract, anything with a non-trivial permissions model. All of these can be forced into WordPress with enough plugins, and the result is a system nobody can reason about.

The honest test is to count the plugins the proposal needs. One or two doing real work is normal. A list of fifteen, each covering a gap, describes an application being assembled out of parts that were never designed to work together, and every one of them is a dependency that can be abandoned by its author. If that is the shape of your project, read the custom software page instead.

Running English and Arabic from one install

Most Dubai briefs need Arabic, and this is the decision that determines the next three years of the site. There are two serious routes and one that should be rejected early.

A multilingual plugin on one install
One site, one admin, each piece of content linked to its translation. Simplest to operate, and the editorial team sees both languages side by side. The cost is a plugin dependency sitting very close to the core of the site.
Multisite, one site per language
Cleaner separation and independent templates, at the price of two installs to maintain and content that does not automatically know about its counterpart. Worth it when the Arabic site is genuinely different rather than a translation.
Machine translation layered over the top
Rejected. It produces text no Arabic reader trusts and pages search engines treat as duplicates of each other. It is cheaper only until the first customer reads it.

Whichever route, the requirement that is cheapest to meet at the start and most expensive to retrofit is that every URL, every template and every piece of structured data knows its own language. WordPress core already ships right to left stylesheets and exposes the direction to themes, so a theme written properly inherits most of this. A theme written with hard coded left and right values does not, and no plugin fixes that afterwards. The mechanics are covered in detail in our post on Arabic website development.

Page builders and what they cost later

Almost every WordPress proposal in this market includes a page builder. They are genuinely useful: a marketing team can lay out a landing page without a developer, which removes a bottleneck that otherwise consumes a retainer. The trade is worth understanding before you accept it.

None of that is a reason to refuse a builder. It is a reason to decide deliberately rather than inherit the choice, and to insist that the parts of the site that matter most, usually the templates behind the repeated pages, are built in code rather than assembled by hand.

Hosting, and what the data protection law asks

The question gets asked as though the law requires UAE hosting. It does not say that in those terms. Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, came into force on 2 January 2022 and sets conditions on transferring personal data outside the country rather than banning it. Its executive regulations, which would settle much of the detail, have still not been published, so anyone quoting you a precise compliance checklist is reading further into the text than it currently supports.

What is practical rather than legal: both major cloud providers now run UAE regions, so hosting locally is no longer a performance compromise. See AWS global infrastructure and Microsoft's datacentre map for what is actually available. For a site whose audience is in the Gulf, a nearby region plus a CDN removes a latency problem you would otherwise spend money optimising around.

The thing worth doing regardless of where the servers are: know which plugins collect personal data and where it goes. A contact form plugin that mirrors every submission into a third party inbox, an analytics tag, a chat widget and a marketing automation script are four separate transfers, and most site owners can name none of them. That inventory is useful whatever the regulations eventually say.

WooCommerce and tax inclusive pricing

If the site sells, the store is a compliance surface before it is a design problem. Federal Decree-Law No. 14 of 2023 governs modern technology-based trade and replaced the 2006 electronic commerce law. Federal Law No. 15 of 2020 covers consumer protection and requires that the customer can see what they are agreeing to. Price display is the part that catches most builds: UAE VAT is charged at a standard rate of five percent, and the consumer facing price is expected to be the tax inclusive one. The Federal Tax Authority legislation page is the authoritative place to check the current position.

WooCommerce supports this directly. It can store prices inclusive of tax and display them inclusive on the shop and at checkout, and the settings for entering, displaying and itemising tax are separate from one another. The common failure is not a missing feature; it is a store configured to enter prices exclusive of tax and display them exclusive, so the total climbs at the last step. That is both a conversion problem and the kind of thing a consumer complaint is made of.

The wider set of requirements a UAE store has to meet is covered in our post on building an ecommerce site for this market.

The maintenance that is not optional

WordPress is attacked constantly, and almost never through the core. The core team ships security releases quickly and the automatic update mechanism applies them. The breaches that happen are through abandoned plugins, outdated themes, weak administrator accounts and installs nobody has logged into for a year.

A maintained WordPress site is one where somebody is responsible for the following, and the answer to who is a name rather than a shrug: updates applied and verified on a staging copy first, a backup that has been restored at least once so you know it works, administrator accounts reviewed when people leave, and plugins removed when they stop being updated by their authors.

That is a small amount of work done regularly. The alternative is a large amount of work done urgently, usually on the day it is least convenient.

How to brief the build so it lasts

Most WordPress sites in this market get rebuilt not because the technology failed but because the brief described pages rather than a system. Four questions, answered before design begins, prevent most of it.

Which page types repeat?
A service page, a case study, a team member, a product. Each repeating type should be a template with its own fields, not a page someone lays out by hand. This is the single decision that determines whether the site can grow without a developer.
Who edits what, and what must they not be able to break?
If the marketing team can move a section, they can delete it. Decide which parts are editable and which are fixed by the template, and say so before the build rather than after the first accident.
What is bilingual, and is the Arabic a translation or its own content?
These produce different architectures. Answering it late is what makes the Arabic site arrive six months after the English one.
Where does an enquiry actually go?
Into an inbox, a CRM, both, with what fields, and who is responsible when it does not arrive. Forms are the part of a site most often declared finished without ever being tested end to end.

Answer those four and the estimate you get back from anyone will be closer to the truth, including from people who are not us.

Frequently asked questions

Is WordPress a good choice for a Dubai business website?

For a site that is mostly content your team needs to change often, yes. The strongest argument is not a feature, it is that the supply of people who can maintain it is deep, so you are not locked to the agency that built it. It is a poor choice when what you are describing is really an application with a website attached.

How should an Arabic version be built in WordPress?

Either a multilingual plugin on a single install, which is simplest to operate, or multisite with one site per language, which is cleaner when the Arabic site is genuinely different rather than a translation. Machine translation layered over the top should be rejected: Arabic readers do not trust it and search engines treat the output as duplicate content.

Does UAE law require a website to be hosted in the UAE?

Not in those terms. Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, sets conditions on transferring personal data out of the country rather than prohibiting it, and its executive regulations have not yet been published. Both major cloud providers now run UAE regions, so local hosting is straightforward if you want it, mostly for latency reasons.

Should prices on a UAE WooCommerce store include VAT?

The consumer facing price is expected to be the tax inclusive one, with VAT at a standard rate of five percent. WooCommerce supports this directly; the usual mistake is configuring the store to enter and display prices exclusive of tax, so the total jumps at checkout. Check the Federal Tax Authority's legislation page for the current position.

Is a page builder a bad idea?

No, but it is a trade. Your layouts then live in the builder's data rather than your templates, so moving off it later means rebuilding pages rather than re-skinning them, and it is a licensed dependency. Use one deliberately, and keep the templates behind repeating pages in code.

What does WordPress maintenance actually involve?

Updates applied and verified on a staging copy first, a backup that has been restored at least once so you know it works, administrator accounts reviewed when people leave, and plugins removed once their authors stop updating them. Breaches almost never come through the core; they come through abandoned plugins and stale accounts.
